Treasury Computerization

During 1997, NIC submitted a proposal to the Govt. of Assam for Computerisation of Treasuries in Assam. The proposal was accepted by the Govt. and the responsibility of Computerisation of Treasuries was given to NIC. Govt. of Assam undertook this scheme of Computerisation under the award of 10th Finance Commission under which a sum of Rs. 10 lakhs had been allotted for each District Treasury in Assam and framed a plan to computerise altogether 23 (twentry three) treasuries within 2000 AD. Accordingly, NIC developed the necessary application software called “TAAS (Treasury Accounting and Application Software)” in UNIX using Oracle Enterprise Server 7.3 and Developer 2000 to use in the district treasury office. The software was first tested and used in Kamrup and Dispur treasuries. Govt. of Assam decided to computerise 13(thirteen) no. of treasuries in the financial year 1998-99 and Dhubri treasury was one of these. The responsibility of site preparation, H/W and S/W supply( as per NIC’s specification) was given to M/s AMTRON, Guwahati. After completion of site preparation, hardware was installed by the engineer from AMTRON, Guwahati. The software was installed by the personnel from AMTRON under supervision of NIC, Dhubri District Unit. A training programme was conducted for eight no. of personnel from Treasury office, Dhubri by NIC, Dhubri District Unit during July,2000. The training programme covered - (a) Fundamental of Computer, (b) Basic idea on Unix & its command and (c) How to operate TAAS for data entry, report generation etc.

Data entry and report generation was done regularly. The DDO list for all the departments was prepared and sent to the Director of Treasuries, Assam and others.

Data entry work was frequently hampered due to problems with the hardware. All the three UPSs were giving problem right from the beginning and the Director office and the Vendor was well informed about this. Subsequently the server machine started to give problem. Moreover, the earthing done by the vendor was also not proper. Still data entry work was done intermittently. As it became very difficult to continue the data entry work, so the project was discontinued.
