COMPUTERISATION OF TEACHERS DATABASE IN DHUBRI DISTRICT
PROJECT IMPLEMENTATION DOCUMENT

Purpose :

The purpose of this document is to familiarize the NIC, Dhubri Dist. Unit team with different steps followed during various stages of implementation of the project viz. Computerisation of Teachers Database. This document will also helpful for any kind of future reference.

Scope :

This document applies to the member of the NIC Dhubri District Unit team. The team should follow the information mentioned in this document for any future updating of database.

Introduction :

The Department of Education, Govt. of Assam took up an initiative to computerize Teachers Database of Elementary and Secondary Education so that it is used in manpower planning, Education policy and Teacher training and to give specific state code to every post and to every bonafide teacher for easy monitoring and transactions. Instructions in this regard were also received from the SIO, NIC, ASU. Although the first instruction from the State Govt. was that the project should be completed in June, 2001 but as no steps were taken by the Dist. Education Officers (both Elementary and Secondary), so the data entry for the project started in Feb, 2002 only after reminder from the C.M.’s Office to the Deputy Commisioner. The s/w for the project was received during December,2001. The formats for data collection viz. Annexure I & Annexure II were sent by the NIC, ASU in Nov, 2001 and the same were handed over to the DEEO and IS, Dhubri in .

S/W Installation & Training :

The s/w was installed in the Meteor server under Unixware 1.1 and tested successfully. A training programme was arranged for the personnel from Education Deptt., Dhubri at NIC, Dist Unit during December, 2001. The training was for data entry in the s/w as well as basic knowledge of Computer.

Data entry :

As per instruction from the NIC, ASU, data entry was to be done separately for 7 (seven) no. of Education Blocks of the District viz. Agomoni, Golokganj, Gauripur, Bilasipara, Chapar, Mancachar and South Salmara. For this, 7 directories were created under a Unix user “teacher” for these 7(seven) different blocks. The data entry work started in Feb, 2002 at the NIC, Dist. Unit. As only 5 no. of terminals were available at NIC at that time, so data entry could not be performed for all these 7 blocks simultaneously. After completion of data entry in May, 2002, checklists were printed for data correction. This process of printing checklists and correcting data in machine was done repeatedly until the data was accurate. Then the data in all the seven directories were merged using the Merging option of the s/w. But the merging gave problems as the data for rural and urban school were entered together though this was to be done separately. So, the whole data was separated into two parts, one for rural and the other for urban schools. After this, the merging of data was done successfully. Soft copy and hard copy of the whole data were sent to Deptt. Of Education, Govt. of Assam and NIC, ASU during July, 2002. Hard copies of the data were also submitted to Education Deptt., Dhubri, the Deputy Commissioner, Dhubri and The Treasury Officer, Dhubri.

Bottlenecks :

The data entry work was hampered due to the following:

Poor co-ordination from the user dept., i.e.,Education Deptt., Dhubri
Slow speed of the operators
Irregularities of the operators.
Lack of supervision of the data entry work by Education Deptt., Dhubri.
Power problem

Security of the data :

Security of the data was ensured by keeping backup regularly and not allowing any other person except the operators to access the Unix user account used for the s/w.
