COMPUTERISATION OF NATIONAL REGISTER OF CITIZENS ( NRC ) IN DHUBRI DISTRICT
PROJECT IMPLEMENTATION DOCUMENT

Purpose :

The purpose of this document is to familiarize the user and the NIC, Dhubri Dist. Unit team with different steps followed during various stages of implementation of the project viz. Computerisation of NRC.This document will also help in troubleshooting for any kind of future reference.

Scope :

This document applies to the user and member of NIC Dhubri District Unit team. The group should follow the information mentioned in this document for making any future changes.

Introduction :

As per the decision arrived at Tripartite Talks between Govt. of India, AASU and Govt. of Assam to undertake updating & preservation of National Register of Citizens(NRC), National Informatics Centre, Assam State Unit has agreed to complete the task of computerization under the overall supervision and guidance of the Deputy Commissioners of the district concerned. For the State Govt. Political (B) department is looking after the project.

Dhubri district is the pilot district in the state to implement this project.

Software development:

The necessary software was developed by the NIC, Assam State Unit on the basis of the following information collected from the office of the SP, Dhubri.

(i) Total no. of Registers : 1304
(ii) No. of columns(per page) in the Register : 19
(iii) No. of records (per page-both side) : 48
(iv) Name of the columns : (a) House No, (b)Household No., (c) Sl. No. of Person in each Household, (d) Name and Father’s or Husband’s name in bracket, (e) Head of Household(1),Near relatives, other relatives(2), Others(x), (f) Male(M),Female(F), (g) Indian Nationality(1),Specify others, (h) Religion, (i) Specify caste or Tribe

(vi) Registers are organized P.S. wise and Revenue Village wise.
(vii) Both Assamese & English are used in the Registers.

Infrastructure :

Site:
An existing room with a carpet area of 250 sq. ft. at the top floor of D.C.’s Court building, Dhubri which is at a distance of 70 meters from NIC, Dist. Unit was allotted by the Dist. Administration for doing data entry. Necessary electrification and internal decoration were done for this room. A separate three phase power line was drawn from the main supply to the NRC room for (a) Computer, (b) Light-Fan and (c) AC by the District Administration.


Furniture :

7(seven) no. of computer tables, 1(one) no. of printer table and 7(seven) no. of revolving chairs were purchased by the Dist. Admin. out of fund of Rs.20,000/-(Rupees twenty thousand) provided by the State Govt.

NRC s/w developed using MS-Access as backend server and VB as front end and Crystal reports for report generation.
Multilingual software(Developed by CDAC)

Installation of NRC software & ISM Office 2000 :

NRC software was designed for data entry both in English and Assamese. It runs smoothly under Windows 98(SE) and MS-ACCESS 2000. The s/w was installed in all the clients giving separate database names for each client(e.g. nrc1, nrc2…….). For initialization of the tables -- pstation, village, and circle (aspstation, asvillage, ascircle-for Assamese) 3 digits code were used. For example- for a police station “X1” we gave code 001, under this police station, for a circle “Y1” we gave code 001 and under this circle, for a village “Z1” we gave code 001. For the next village “Z2” under the police station “X1” and circle “Y1” the code used is 002. Here in Dhubri there are police stations like - Bilashipara 5.5 A, Bilashipara 5.5 B, Bilashipara 5.5 C and Bilashipara 5.5 D. We used separate codes for all these police stations considering “Bilashipara 5.5 A” or “Bilashipara 5.5 B” as a name of police station. The ISM OFFICE 2000, was also installed and configured by the NIC, Dhubri group, though it was supposed to be installed by AMTRON.


Inauguration :

On 29/01/2003 the project was ceremoniously inaugurated at the 2nd floor of D.C.’s Court Building in the presence of press reporter and other VIPs. Ms. Hiranmayee Goswami, PSA, NIC, ASU & Coordinator, NRC was also present in the ceremony.

Training :

Initially ten no. of Police constables were selected for doing data entry work. A 15 days training from 29/01/2003 was imparted to them. The training was on -(a) Introduction to computer and various peripheral devices, (b) Introduction to Windows Operating system and (c) NRC software. Subsequently another 3 constables were also trained up. Ms. Hiranmoyee Goswami took part in the first two days (29th & 30th Jan/2003) training as faculty. Another one week training was conducted for doing data entry in Assamese.

Data Entry :

Though the data entry work was started from March,2003, but due to some problems faced during data entry, the authenticity of the data entered was hampered. The problems faced were as follows :

Length of fields.
(ii)
Options in the fields viz. religion, mother tongue and highest examination passed were limited.
(iii)


For the fields viz. district of birth, principal means of livelihood and secondary means of livelihood, operators have to select one option from the available list in the software. But during data entry it was found that there are innumerable entries in these fields.

Later on, all these problems were solved. The actual data entry started on 25th June, 2003. The data entry completed in May, 2005. Though the total no. of registers as informed by S.P. Office, Dhubri was 1304, after completion of data entry, the actual no. of registers was found to be 1342 and another bundle of loose sheets. For avoiding any discrepancy a register was maintained for keeping record of the NRC register issued to the operators. The register contained names and codes of police station, circle and village against each operator along with date of issue and completion. After completion of data entry, reports generated for 216 no. of registers and these were printed. Then these printed reports were checked with the original registers by Police personnel and accordingly data was corrected in the machines. The final data was copied into two CDs and submitted to C.M. Secretariat, Guwahati in July,2005.

Bottlenecks :
Data entry work was badly hampered due to :

(i)

Power problem : Recently one 5 KVA Generator has been arranged by the District Administration to meet up this problem.
(ii)


Irregular attendance of operators.As per guide lines, one police officer was supposed to supervise the attendance of the operators. But, no one was engaged for this till the 3rd week of June, 2004. Then, one DSP was engaged by S.P., Dhubri for monitoring the data entry work.
(iii)
Mutilated and Obscure condition of the registers.
(iv) Slow typing speed of operators.
(v) Hardware problem.
(vi) Poor response from hardware vendor.

Security :
Security of the data was ensured by the following means

(i)
By taking daily backup.
(ii)
No unauthorized user could login to the clients as the login and password were provided only to the operators.
