LAND RECORDS COMPUTERISATION (LRC) IN DHUBRI DISTRICT
PROJECT IMPLEMENTATION DOCUMENT
Purpose :
The purpose of this document is to provide guidelines to the group member of NIC Dhubri District Unit for smooth functioning of the Land Record Computerization (LRC) project as well as familiarize with different steps followed during various stages of implementation. This document will also help in troubleshooting during implementation.
Scope :
This document applies to the user and member of NIC Dhubri District Unit team. The group should follow the information mentioned in this document for making any future changes in the configuration.
Introduction :
The Land Record Computerization (LRC) software was designed and developed by NIC Assam State Centre. Customization followed for local requirement during implementation are as per guidelines provided by NIC Assam State Centre.
As per Govt. notification, about 250 no. of revenue villages of Dhubri district falls under newly created BTAD. But it has been decided by the District Administration to computerize the land records of those villages also at Dhubri district. Accordingly, Land Record Computerization has been going on for all the revenue villages i.e. for 1374 no. of villages in eight circles under three sub-divisions. One Addl. Dy. Commissioner has been engaged as the Nodal Officer for Land Records Computerization in the district. The Branch Officer of Land revenue section of D.C. Office is also given the duty to look after all matters relating to the Computerisation work.
Configuration of Hardware & Software :

In the beginning, Oracle 7.0 was installed and configured in the Meteor server of NIC, Dist. Unit under Unixware 1.1 in February, 2003. |
(ii)

The LRC s/w provided by NIC, Assam State Centre was installed, configured and tested in the same server in March, 2003. |
(iii)
|
Initially, 4(four) no. of GIST terminals were configured for data entry purpose. The data entry work is done in a separate room at a distance of about 80 meters from NIC, Dist. Unit where the LRC server is kept. So, these Gist terminals were connected to the LRC server through UTP cableusing one 8 port hub in the NIC, Dist. Unit and one LTS in the data entry room. Another 6(six) no. of MLT terminals(purchased by Dist. Administration) were configured and put into data entry work. |
(iv)

One terminal is kept at NIC, Dist. Unit for printing of Jamabandi etc. This terminal is connected to the LTS using a pair of Line drivers and RS232C cable. |

One 2 KVA UPS (purchased by Dist. Admn.) was installed at the data entry room. |
(vi)

One Line printer (purchased by Dist. Admn.) was installed and configured at NIC, Dist Unit and has been used as a local printer connected with the terminal at Dist. Unit. |
(vii)
|
As the Meteor server where LRC s/w was running was declared as obsolete, so a new server (GL server) was installed and configured recently in place of the previous server. |
(viii)
|
SCO Unixware 2.1 and Oracle 7.0 were installed and configured in the GL server and the LRC s/w was transferred to this server along with the latest data. |
Infrastructure
Site :
An existing room with a carpet area of 250 sq. ft. at the top floor of D.C.’s Court building, Dhubri which is at a distance of 70 meters from NIC, Dist. Unit was allotted by the Dist. Admn. for doing data entry. Necessary electrification and internal decoration were done for this room. Two Window Air Conditioners were also installed at this room.
Furniture :
Twelve No. of Computer tables and fourteen no. of revolving chairs were purchased by Dist. Admn. for data entry operators.

Training :
| (i) |
6 (six) no. of Lat Mandals were trained up for codification of villages. |
| (ii) |
Ten no. of hired data entry operators were trained for entering Jamabandi register details. |
Data entry and printing of reports :
(i)

Codification of 1374 villages revenue villages were done by 6 (six) Lat Mandals. Land class, Patta type etc, were also entered by these Mandals. |

Data entry for Jamabandi registers started in Oct, 2003 in 9 terminals. Till now data entry for villages is complete. |
(iii) |
Unlike in other districts, the remarks column has not been entered here in Dhubri district as the Dist. Admn. has decided that there is no need to enter the remarks column. |
| (iv) |
Generation and printing of Jambandi completed for no. of villages till date and checking is also going on. |
| (v) |
Payment to the operators is made quarterly on the basis of report generated through Accounting s/w. |
Problems faced :
(i)
|
Initially, some problems were faced with the s/w. The data entry module as well as the Jamabandi and Acounting report programs were giving problems. But, later on, all these problems were solved. |
| (ii) |
The Line printer used for Jamabandi report printing gave a lot of problems and as a result, the printing work was hampered. |
(iii)
|
The LTS frequently hangs due to heat. This has also slowered down data entry speed. This problem still exists. |
(iv)
|
Erratic power supply also slowered down the data entry work. But recently, one Generator is provided by Dist. Admn. |
Security :
Security of the data is ensured by the following means
(i)
|
Taking daily and weekly backup in Magnetic tape. |
| (ii) |
No unauthorized user can access the LRC data entered as except the operators and NIC team, no other person is given the user login and password for LRC account (Unix user account). |
(iii)
|
The backed up data is kept under safe custody. |
