Brief profile of Dhubri District : Top Dhubri District is situated in the western most corner of Assam, between latitudes 250 28/ and 260 01/ North and longitudes 890 59/ and 900 28/ East and 35 meter above mean sea level. The District is bounded by Kokrajhar District in the North, Bongaigaon & Goalpara District in the East, Meghalaya in the South and West Bengal and Bangladesh in the West.

Disaster History of the District : Top
The unique geo-climatic condition of Dhubri District has made it a peculiar compared to other districts of Assam. On the basis of complex geo-physical feature the total demographical area of the district could be divided into three separate parts:
1)
Char (riverrine) areas : The area along river Bramhaputra and almost the entire Hatsingimari Sub-Division fall in this category. This part of the district is also most flood/erosion prone.
2)
Kaim (permanent) areas : Middle part of the district along the NH31. This part is also flood prone.
3)
High land and hilly areas : The Northern part of the district and the area bordering Meghalaya of Mankachar Circle. This part is less flood prone.
Almost the whole Dhubri district is multi-hazard disaster prone. The history reveals that flood is a recurring disaster of Dhubri but presently along with flood massive erosion is occurring every year. Moreover, cyclone and thunder storms also lead to great losses in this district.
As per the Vulnerability Atlas of India developed by Ministry of Urban Development and Poverty Alleviation and BMTPC, India, the whole Dhubri district is situated in the wind and cyclone high damage risk zone (Vb = 47 m/s). Moreover, some parts in the middle and south corner of the district are in wind and very high cyclone damage risk zone-A (Vb = 53 m/s). In addition to that, the whole district is located in zone V i.e. earthquake very high damage risk zone (MSK-IX or more) and also liable to high flood.
This can be evident from the incidents of natural disaster, which have occurred in Dhubri district since last fifty years. The recurring occurrence of natural disaster almost in every year causes a great havoc and disrupts the normal functioning of the district. It leads to widespread human, material and environmental losses, which exceed the ability of the affected district to cope using its own resources.

b) Preparation of Multi Hazard Disaster Management & Response Plan at all levels i.e. District, Block, GP, ULB and Village/Ward level. The plans are available in www.idrn.gov.in. The District and Block level plans will be available in the District and 14 (fourteen) Block websites.
c) Awareness Generation in the form of cycle rally, IEC material distribution, public meeting, cultural programmes, publishing about disaster and its management in the souvenirs and magazines, review in the Raijor Padulit Raijor Sarkar (RPRS) meeting in the Gaon Sabha etc.
d) Training on Health & First Aid and Search & Rescue are provided by the Health, Home Guard, Police and Fire Brigade. A total of 734 nos. of community people and Multipurpose Disaster Management volunteers/DMTs have been trained to face the disastrous situation. The nos.are being multiplied by providing training to the community people to develop the coping mechanism of the community.
e) The community people are being involved in the village level disaster management planning process through Community Contingency Planning, Participatory Rural Appraisal, and Participatory Learning Appraisal etc. Ultimately the process ensures the people participation to implement the programme and enabled them to take part in decision-making process.
f) Mock Drill: The DDMC, BDMCs and GPDMCs/VDMCs have conducted Mock drills right from the District to village level.
g) Formation of Disaster Management Teams/Taskforces (DMTs) at all levels right from the District to village level.
h) Capacity building of all the stakeholders involved in disaster management.
i) Formation of different groups to respond to hazards.
j) Vulnerability reduction through linkages with existing development programme.
k) Training to the teachers was imparted with the help of Inspector of Schools (DDC), Dhubri, District Elementary Education Officer, Dhubri and the DIET, Golakganj.
l) A total of 1671 nos. of Govt. officials and DMC members including PRI members have been trained right from the District to village level, out of them 418 nos. are women so that the power devolved to them could be better channelised to disaster management with developmental planning.
m) Construction of permanent round the clock control room renamed as District Emergency Operation Centre (DEOC) in Dhubri district which will act as a state of art resource center in the event of any disastrous situation.
