Community Information Centres ( C.I.C.)

The project is a joint effort by Dept of information technology (DIT) under Ministry of Information Technology. National Informatics Centre (NIC) and State Government. DIT has funded the project and has the responsibility of overall monitoring and management. NIC is the implementation agency. The State Government has entrusted the DICC to mandate the site selection , preparation and maintenance, manpower recruitment and identification and creation of content of various application to be delivered through the CICs.

The project aims to achieve the following objectives :

IT Infrastructure at Block level and IT awareness among local people.
Web Access and Internet Based services such as E-mail, e commerce, net meeting etc
Market access
Access to socio Economic databases
Computer aided E-learning and E- education E-medicine and E-consulting
E- Governance applications, Government to citizen (citizen centric) services.
Weather information.

Infrastructure and management :

A room with a carpet area of 400-500 sq. ft. was required for setting up the CIC. The necessary space was provided by the Block Authority for each CIC. The room was partitioned into two parts, one for keeping the Server, VSAT modem and UPSs and the other for keeping the client systems and the Hub.

Each CIC is well equipped with the following :

14. 2 Office tables ( for the operators)

Each CIC has two operators for managing the centre and providing services to the public.

A District Level Co-ordination Committee(DLCC) has been formed with the Deputy Commissioner as its Chairman for coordination among the various agencies, personnel and their functioning. This Committee decides the various aspects of the CICs. The Block Development Officer of the respective block is the custodian for the CIC. He looks after the day to day activities of the CIC, its’ problems and liaisons with the Chairman of DLCC.

CIC in Dhubri Dist :

There is one CIC in each of the 14 Development Blocks of the District.
Nine no. of CICs are situated in the office of the Block Development Officer of the respective block. Five have been established at Circle Office(2 nos.), DRDA office(1 no.), College (1 no.) and High School (1 no.).

Activities and Services of the CICs of the District :

Basic services provided by the CICs include Internet access and E-mail, Printing and typing in both Assamese and English. People oriented services viz. Prices and market information of agricultural commodities, Information regarding railway reservation and time table, Results of various Examinations, Information on Educational opportunities, job portals, Live coverage of important functions, viewing video conference on important topics etc. are also been provided. Some CICs have been arranging IT Awareness programme for the local people. Apart from this, one major activity of the CICs through which the CICs are earning a handsome amount is imparting Computer Application training for the local educated youth. Presently, the CICs are conducting three months and six months Courses. The certificates for the successful candidates of these courses are issued by the CICs and countersigned by DIO,NIC, Dhubri Dist. Unit and the Chairman, DLCC.

A good no. of visitors are paying their visits to the CICs for collecting various information. The number of visitors in a CIC varies from 20 to 150 in a week.

The DLCC has fixed some charges from the user for various services provided by the CICs to meet up the day to day expenditure incurred by the CICs.
